This is the article in which you will get Super Dog & Mutant Mobs Datapack. There are two packs provided - Super Dog and Mutant Mobs. These are datapacks for Minecraft Java 1.17+ to use on a world. Don't know how to Install a Datapack? Click here.
After Setting up, paste the command "/function mutant_mobs:spawn_" in the chat. You will get some options to spawn there. For the Super Dog, Just tame a Dog and throw Enchanted Golden Apple at him and see the magic.
Edit: There will be another download button in the Mutant Mobs Link (When Planet Minecraft Site opens) named "INSTALL MIDWUT", That is also needed to run the Mutant Mobs Datapack.
